Minutes of the December 16, 2003 meeting of the Arlington Amateur Radio Club

The 2003-12-16 meeting of the Arlington Amateur Radio Club was called to order at 1945L by President Jack - WA4FXX. Also attending were Mike - NW3V, Paul - KG4PXF, Jim - K9AUC, Mary - K9AUC/YF, Keith - KGUIR, Paul - KA4KUU, John - WD4MIS, Dennis - W4PWF, George - KR4MU, Jaskaran - KG4YIQ, Alan - KO4ALA, and (later) Ian -SWL and Pat Sweeney, ACC Disaster Committee Support Services Coordinator.

Jack asked Members and visitors to introduce themselves. After introductions, it was moved, seconded, and passed that the Minutes of the November meeting, as published on the web, be approved. The financial report was given by former Treasurer John - WD4MIS.

ARRL

AARC VP and ARRL Roanoke Division Director Dennis - W4PWF, reported on League matters. Regarding the League's Novice refarming petition, RM-10413, Dennis said "it's sitting on a desk at the FCC. We can't get it moved. I've heard it will come out first quarter next year. I think the League will propose that Tech-Plus licenses be grandfathered to General Class...and that there be no Morse code test for the General Class license. In the Roanoke Division, a majority--51 percent?--of League Members favor doing away with the code requirement, and that includes some CW-proficient ops. But everyone favors retention of the CW subbands. "

There followed some discussion. Alan - KO4ALA said subbband retention would provide an incentive for CW in OJT [on-the-job training], specifically the use of QRP in contests. Discussion segued to other contests: Dennis - W4PWF said that he participated in the 10-meter contest, and he asked whether others did. Jack - WA4FXX replied that he participated at NN3SI, and Paul - KG4PXF said he participated on SSB. All agreed that propagation was poor. Finally, Alan - KO4ALA noted that the Vienna Wireless Society (VWS) has rented an old house in Harper's Ferry for the North American QRP Contest.

FAR

Jack -WA4FXX asked about recent Foundation for Amateur Radio (FAR) activities. FAR representative Dennis - W4WVP, said he thought FAR would publish Auto-Call quarterly. He also said that George - KR4MU and he could not be FAR Trustees (and Representatives of AARC) again; the Club will need new Trustees. Alan - KO4ALA asked whether he could serve as both a Representative from AARC and a Representative from VWS. There was discussion of this question. Finally, Jack - WA4FXX said "we'll take this up in January" and he asked Mike - NW3V to post that intention early.

ARES

Someone said that Jeff McWhirt - KC4RON is looking to resign as the Virginia ARES/RACES District 2 District Emergency Coordinator (DEC). Arlington County Emergency Coordinator (EC) Alan - KO4ALA noted that RACES [the Radio Amateur Civil Emergency Service] is "government-based...a DHS organization," while ARES [Amateur Radio Emergency Service] is volunteer-based. Assistant Emergency Coordinator (AEC) Jack - WA4FXX said that ARES runs the VAEOC (Virginia Emergency Operations Center) now.

EmComm

Jack - WA4FXX asked whether there was a snow plan. Dennis - W4PWF said that Arlington County admitted that they don't have a snow plan.

Miscellany

Mike - NW3V said Ian - SWL had sent his regrets by email, saying he had a work conflict. Shortly thereafter, Ian arrived.

Alan - KO4ALA, solicited new program ideas. Jack - WA4FXX said K4SLY, the ARRL Virginia Section Public Information Coordinator, would like to visit and talk to us. Pat Sweeney arrived. George - KR4MU said that John Perry - N1EOD was no longer with the American Red Cross; he left and was replaced. Pat Sweeney said, "Hello! I'm going to be head of Disaster Logistics, including Disaster Networking...." It was then moved, seconded, and passed to adjourn the formal portion of the meeting (in order to enjoy the assembled seasonal delicacies, bid on auctioned League pubs, and chew the rag).
